What I'm trying to get at is that once you pass that threshold badge checks aren't very strictly enforced. I've been going to cons for over ten years and have regularly walked around with a badge tucked into my cosplay and have never gotten shit for it aside from when I was entering a different part of the con.
It's the same thing I was saying with grocery stores. People will put on the mask to get through the door but will take it off as soon as they feel like they can get away with it.

The only con I've been to with strict badge enforcement was Anime Midwest where back in like 2016 they were checking badges in the Hyatt lobby, the skywalk, and at the top and bottom of the same fucking staircase that goes into the basement.

NAYRT In this case security is mostly watching for non-masked people and taking their badge away, pretty easy to see visually. Technically if the person sneaks back in using other badges but wears mask the whole time it's not really an issue, but if they are caught again with no mask and no badge you can charge them with trespassing.
Coming down on attendees like a ton of bricks that way with legal ramifications will keep most people in line and the ones it doesnt I highly doubt you'd want at a con anyway.

A few hundred, definitely less than 1k (no one showed up to claim that pitcher). Free ramen room was cancelled, but that was allegedly because River Center was renovating the room and not because of the virus. Masks were enforced in the con, distancing really wasn't besides for taping off some seats. Like basically everywhere else very few people (attendee or local) wore masks on sidewalks, and other areas where it's voluntary.
