1. They're cuter and it's Japan, they love making cute mascots for nothing
2. Tokyo has DisneySea, and I think these mascots are all nautical themed to relate to DisneySea. Many of the original cartoon characters do still hang out in the Tokyo Disneyland park/have photo ops on certain days of the week.

A fursona is not the same as a corporate mascot. It requires mass appeal. A mascot suit has to also be designed well to fit the 2D depiction of the character accurately.
