New lolita here and I'm thinking about these two as my first buy. I want to go for a kuro look. what does /cgl/ think?
Also I live in the south. any tips on wearing lolita and not dying from a heat stroke?

Parasols are a good investment, the ones that block UV rays are the best.
Perhaps don't go crazy with accessories.
Heeled sandals/peep toe sandals, with or without ankle socks or tights, short sleeve blouse, maybe a cute sunhat with a bow on it instead of a giant headbow, skirt instead of JSK or OP, that sort of thing.
There are a lot of cute things you can do with less layers for the hotter months.

Kuro sounds like a good starting coord, seeing as it's easy to match everything.
However, I've always found that skirt rather... awkward-looking. The cut is a little off and the satin bows on the left side look wonky. That's just my personal opinion, though. You could still make a nice outfit with it.
As for the hotter months -- don't be afraid to bend the rules a bit for casual wear. A camisole and a nice skirt will still make a cute outfit on hot days. Also, this may sound odd, but you may want to try wearing cotton bloomers. Most petticoats are made of synthetic materials, which aren't very breathable and hold in moisture. Cotton will keep you dry, which is so much more comfortable, and not that much warmer.

Trust me, bloomers may seem unnecessary, but once you buy them, you won't regret it. I always thought they seemed pointless until I owned a pair. They're also good for winter because they can help keep you warm.

If you wear a long wig it already takes away 50% of your sunburn problems having to do with the top of your head, neck, and forehead. You'll have to buy makeup with an SPF. And aside from wearing long sleeve blouses, which I'm sure you don't want to do in Texas, you'll have to wear sunscreen anyway and reapply after a few hours out in direct sunlight.

Or at the very least get a better matching parasol and hat.
