What exactly is the problem with this picture? The dress looks pretty cute. And the 'coord' doesn't look bad, but I'm only basing that on the picture being dark and her not wearing much else but dress, stockings, and I'll assume shoes since I can't see them.

First of all, there is no real "co-ord" here, she looks like she hasn't finished getting dressed; she just slapped on a dress and called it a day, which cannot possibly look good in a fashion like lolita. And the dress itself doesn't look to be the greatest of quality, but it could definitely be salvaged had she taken some time to co-ord it nicely.
Also, she has not bothered to do hair or makeup, which really is an essential part of the fashion, despite what some people say. Looking polished is a must.

The waist is just below her boobs (should be at natural waist, around bellybutton), the neckline is near her collarbones (should be much shorter). It's also compressing her breasts downward, giving her boobloaf, because it's too tight in the chest. Meanwhile, the waist is baggy and loose, which baffles me a bit to be honest.

A good lolita outfit requires a petticoat to maintain the right skirt shape. You can see from how the skirt falls in front that she doesn't have one on (or doesn't have one that's the right length on). This is why she's holding it out with her hands instead of letting it hang down.

>Overall coordination
Lolita dresses are very detailed. As a result, how you match them with other things is key to balance and a "good" look. She lacks the general key elements that make up that look (no blouse, no accessories/jewellery, no hair accessories, etc.). Wearing all of these things at once isn't strictly necessary, but with a dress that has as many fancy details as that one (the yoke, layered underskirt, etc.), you have to do more than just throw it on.

To be honest, though, this photo looks like she just received the dress and is trying it on for the first time. I don't think it was a serious attempt.

Tell her that dress isn't worth that kind of work and that there are far nicer dresses out there that are. If she got scalped, the sooner she takes the hit and learns from her mistake (instead of trying to force it to work) the better.
The problem isn't entirely that the dress doesn't fit (boobloaf isn't exactly correctable with exercise), it's the fact that the dress is awkwardly-cut and doesn't flatter her figure at all (like the other anon said, the waist f the dress should fit at her natural waist and not under her boobs). I'd give her some links to some nicer dresses (but try mixing brand and indie stuff so you don't come off as an elitist).

Almost all lolita dresses do this to me, no matter the brand. I'm tall with a long torso, skinny but with relatively large boobs so they all end up with shoulder straps too short and the chest area and waist too high. If I adjust the straps to be longer everthing is in the right place but the waist will be super baggy (it's fine when it'S somewhere at my ribcage), and while it's easy to alter straps I don't feel comfortable altering the bodice and skirt part. So I just try to hide the ill-fitting bodice with cardigans, oh well.

I like salopettes a lot. They are lot shorter than OPs and JSKs, which usually sit directly on my knees at 5'1", but they aren't too terribly short and they do also fit petticoats nicely. Also versatile for fairy kei. They're my favorite lolita pieces, but I get that isn't a very popular view.

Her face is somewhat derpy, but that has all to do with mirror shots on general and absolutely nothing to do with ita-ness. Additionally, I see no reflective properties in her face that back up your claim of grease.

What's wrong is the frizzy hair, no petticoat (or a bad one if she actually had one on), bad posture, and the black glasses clashing with the pink outfit.

How to fix: first, use a flat iron to straighten the hair. Bonus is to curl the ends after that (this, too can be done with a flat iron). Second, swap out the black glasses with either a pastel pink pair, or a thin silver-rimmed one with cute details. She has to straighten up in posture by rolling her shoulders, first up, then back, in a circular motion. Extending her neck forward a bit will minimize her chin. Finally, get a good Classical Puppets petticoat.

Harder to coordinate because it's plain fabric but scalloped details. Also-where that underbust ribbon hits is more critical than the underbust of most dresses. But since it's f+f, it can be custom size and in different colors without such a contrasting trim. More work to make look good but economical.
