Sai. I set the texture to watercolor and effect to fringe on the layer, use the pen to color and then go over it with the watercolor brush set as fuzystatic.

If anyone is up for drawing a pair, here's a friend and myself from our twinning themed ILD.

We've got low side buns with bows above them, her's are black and mine are white. Her eyes are blue and mine are brown. Blouses are peter pan collars. I think that covers the harder to see details.

Gonna have to disagree with you on that one. Manga Studio 5's brush system is fantastic and it offers SAI-like blending + some of PS's functionality while still being pretty lightweight to run. The interface is a mess the first time you open it, but if you set it up right it's great.

Like see how in the pic there her feet are surrounded to the sides by fabric, but in your drawing there's almost half of that amount. It gives the illusion that she is filling up all that space, rather than there being a surplus of fabric :)

If I'm not mistaken Bodyline offers a high waisted skirt in multiple colours, if you're on a budget.

Yeah anon, the breast are coming out of her neck when they would sit lower, the hands are both facing the same direction, and her foot that's in the air seems to be the wrong way too with the big toe being the first toe instead of the little toe. Are you tracing these body parts or something?

It seems as though she's referring to the makeup, but tbh, the dress looks really off for some reason. It could be the fact that it looks as though it's supposed to have either an empire or a natural waist line, but instead it's a lower waist (as well as the fact that you can tell she's not wearing shapewear). Over all it doesn't look bad, but it could be better.
