Have you seen LL collections from last year? There was a lot of lavender, blue and navy used (also deep red in autumn). In S/S2015 there are still some blue options, so it's possibe to avoid brown (which I also don't like), however it may be harder with beige and cream. There's still Ank Rouge, which has more casual, but cute clothing - almost all of their designs comes in black.

Also, you can just invest in some lace and sew those details onto your average a-line dress, tbh. Even hand sewing. Just throw the dress in the wash for a while to give it a soft, faded look, and sew the white scalloped lace and the sheer lace into place. The only thing you're going to have trouble with is that edge on the hem but tbh seems just look lazy.

As long as you have a washing machine and a dress form padded out (preferably with one of your own bras so you can get the boob shape right) then it's easy to add these 'vintage' details youself.

To be honest, they look flat even for non-gyaru standards. Just a bit more volume and maybe loose, but more definied waives would be improvement. Also, I don't know what kind of work you do, but from my experience I can tell that unless you go completely over the top with half wigs, many sets of extenstions etc. nobody really pays attention (at least to hair). Even normalfags have extension or style their hair everyday.
Gyaru doesn't have to be ott to be recognizable. What does "standard makeup" mean? Im my opinion even if you skip lenses and lashes, but keep contour and eyeshape, you can still look the part, but not be too much attention grabbing. From what you wrote here, it seems like your look wouldn't be recognizable as gyaru.
