Eh, if she spent a long time lurking prior to actually buying anything, I could see it. New lolitas have easy access to a lot of good quality inspiration nowadays so it's not completely beyond the realm of possibility.
That being said, she probably bought an ebay lacemonster or two and had a short-lived ita phase and is now calling this her first coordinate because it includes brand. Either that, or she has a really good friend who is an experienced lolita that guided her to this point.

Not really. By now we have the old lolita handbook on LJ, the new guidebook on tumblr, we also have taobao and (western) indie brands putting out pastel-coloured lolita-specific blouses and accessories for cheaper than brand, endless guides written by other lolitas on how to taobao, how to order use shopping services, lists of shops, and so on. This is kind of the level I expect from newbies now, why do you think we bothered writing the lolita guidebook for?

In contrast, when I started lolita, you either go burando or trawl your shopping mall for that one office blouse with wider collars that you can poke the corners and sew lace to. Forget about non brand pastel blouses. Jewellery from kid's sections were used because no one else made pastel-coloured jewellery. I learned to DIY and make my own hairbows because it was either that or fork out for burando bows. A lot of people start out ita because there were so few things available.

Now, if we can just stem the endless newbies coming and saying "am I the only one who's never had an ita phase?" like it's something to be proud of, instead of realising that their not-ita phase is thanks to all the lolitas who did have to go through an ita phase and then wrote instructions on how to avoid it.

This. My first coordinate was two years ago and it was fine. There were already a lot of resources out there even then though - the old guidebook, Hello Lace, lolita-tips and YouTube. I suppose I did wear mildly ita things (as in, outfits without a matching hair accessory, once without a blouse) because not all my stuff arrived at once and I still wanted to wear my new dresses, but I only wore that in the house and I had the sense not to post pictures online or go to a meetup until I had a full coordinate - it wasn't because I thought blouseless coords were cute. My coordination has definitely improved over time, but in subtle, nitpicky aspects, like the fact I used to wear plain tights all the time, maybe lace tights at a push, but now usually wear more interesting legwear, I've got better at make-up and I've got more knowledge about what wig types and colours suit my face.

I think it's just that her face is jarring...and it's not even that she has a chubby face, it's just that her expression is weird and she either needs smaller circle lenses or to do something a bit more extravagant with the makeup. Smaller lenses, and darker eye makeup would help balance out the dark lenses and lipstick. Like the other anon said, false lashes would be good, but if you can't, just layer on mascara and curl between layers. You don't have to do a lot of eyeshadow, but a nice bold eyeliner would help. Right now, we are immediately drawn to the large, dark lenses that make you look kind of creepy--dark, thick lashes would go a long way to helping balance it out.

Also, even with Gothic you'll want a little light blush, otherwise your cheeks have no dimension. If you want less emphasis on the roundness, look up contouring tutorials (your face shape is very different from mine so I can't really help there).

I was actually wondering about the bonnet myself but no one mentioned it so I assumed it looked fine.
I'm waiting for a smaller, soft bonnet to come in the mail but it hasn't arrived yet. it's also pink and white so hopefully it'll match the dress a bit better.

said about the wig--if you don't like the look of blunt bangs, you can still do sidesteps, they will just need some extra styling. You'll want to part it cleanly and heat set the part so it doesn't fall into your eyes. You could also do an actual sidesteps cut.

Also I would recommend filling in your eyebrows, too. Again, this will help keep the area around your eyes more defined, and help you avoid the "creature of the void" eyes.
