Back in college I got Downton Abbey a lot. I'm classic and favour jewel tones, but I still didn't quite get it. Edwardian fashion is long straight lines whereas even a toned down classic (forgive me for I went pettiless during finals season because it was hot and I was lazy) still has some flair to the skirt.

This. Many people either go the fairytale association route, and if you don't strikingly look like snow white/elsa/whatever they just call out what comes to mind. Hence, Bo-peep, Snow White, etc, even if you don't look like them.

The other common connection is a spark that the fashion is somehow connected to Japan. I usually hear "oh they're in cosplay!!!!" or random shit like "is that the kawaii", "anime?", or "do you watch anime?". The instinct to assume Lolita is a costume is very natural though and I can't blame most people for it. A young-ish child once asked me, "Who are you?" and I just replied, "I'm me! Who are you?"
