Loads of asian cosplayers use tape to change the shape of their eyes, so it's not like they're doing it to "look more asian". Most western cosplayers using it are doing it to change their eyeshape simply to fit the characters. Just like asians do. For the most part, dressing the race part of a character I think is pretty silly because you'll be 1) heckled and 2) won't look good most likely anyway so just focus on what can fit your face/body type or just don't give a shit and cosplay it anyways.

The racist part depends on context and the power structure, which takes more time to understand. Honestly, at the end of the day if you don't give a shit then you don't give a shit. I guess I'll give my opinion. I can see it being alright if you are trying to pull of an Orochimaru costume or something. I understand there are some characters drawn with slanted eyes far beyond the norm. Otherwise, I find it racist because it does remind me of that kid's song I grew up hearing all my classmates sing and preform. You know the one, "Chinese, Japanese..." along with pulling the eyes back and downward throughout the song. That's cultural though. I grew up in the Southeast so I heard that song practically every week in elementary school.

Otherwise I think it just looks really silly and uncanny. Especially since you can kind of see the part beyond the eyeball like in the top part of OP's photo. It doesn't look like it would be comfortable. I guess I always saw eye tape on Asian lids akin to other people using dark shades to make their crease more defined or cut-crease makeup styles. I think using eyeliner to define the outer and inner corners is likely all you need.

I'm not going to harass anyone doing it though, but ultimately it does look silly and uncanny.

It's extremely rare, but you can have what you'd call black people (Pacific Islanders mainly) with blue eyes, you can have people of African descent with vivid green eyes, and you can have Asians with freckles.

As far as light hair specifically, I've seen people of mixed ancestry with dark skin like somebody of African descent and blonde hair as seen in European descent. Asians, although very rare and recessive, can have this light red color. A lot of Asians of Mongolian descent specifically have blonde hair. There are even African descent people who aren't mixed who have blonde hair.

It's not common, but there are people with strange color combinations whether it be living in an area that two races intermingle or in unique areas where a recessive mutation has managed to flourish.

On a fun fact, asking if they were ever blond up until puberty is really useful to determine if a client can easily go blond when working in the salon. If they were blond and didn't go dark until puberty, I can normally get them to platinum without too much difficulty. Well, it's bait, but I like this discussion only because I get sad hearing quite a few Asian people lament they can't go blond. They can, but it's just most blonds you see, including platinum shades, have a subtle yellow tint. This can make the skin look sallow.

I'll share good light hair colors that may float people's boat if their attempt at light hair didn't work out. Moderate to extreme. First up is caramel. Pretty much all these colors will use a blue or green base. Caramel is generally blue + yellow or neutral. (Generally you want to use neutrals instead of naturals since naturals are more warm-toned.)

It can vary in warmth with this being a warmer caramel featuring stronger yellow tones then blue. The previous example has a stronger blue base.

Ash blond is usually green although blue may be used if the base leans more toward orange then red.

Going more extreme, there's strawberry blond. It's one of the few times you are going to use your red-gold tones. This, like caramel, generally requires neutral in the mix. I've heard some call it apricot.

This is a far bright strawberry blond, but that neutral helps to ground it. (Clearly all these require proper, even pre-lightening. It's a double-process for sure.)

Going to the most extreme. Platinum generally looks best with a strong silver look. It's almost blue. These are your blue toners.

Literally just get yourself in front of a mirror and start pulling at the corners of your eyes until you find a position here the shape of your eye looks sharper. Sometimes pulling over the brow lifts the whole area and helps too. When you find the pulling position that gives you a shape you like, take a long-ish piece of tape, stick the end near the corner of your eye (or over the brow or wtv is your pulling spot. Just be careful to stick it in a place you can hide it with your wig later), let it adhere well for a few moments and then pull the tape in the direction you've done before. Be sure to be wearing a wig cap to have where to stick it to, preferable those sock-like ones with no holes. I like to stick an extra piece of tape perpendicular to the end that's stuck to the wig cap, for extra security.
Idk if any of this made sense because I'm awful at making written explanations, much less in english but there's tons of facetaping videos on youtube that you can take info from.

I personally only do it when I cosplay, which isn't /that/ often and I usually just tape my cheeks to slim my face. Only rarely do I alter my eyeshape with tapping, so the risk is minimum. My eyeshape is fairly decent to alter with makeup alone and most characters I cosplay don't call for extreme faceshape changes, so I don't do it often and don't recommend others to do it often either.
