Well first you're going to need to invent some sort of ftl spaceship or a teleporter since the nearest neutron star is quite distant.
You'll also need some sort of ultra high gravity resistant mining gear.
Now the problem of course is that you can't make the entire thing out of neutronium because it would be impossible to lift, unless you're going for an unworthy shtick in which case you'll need to make the hammer at the convention site.
I'd recommend a hollow steel box with some reinforcements and a leather wrapped wooden handle, and then just cover the striking faces in the neutronium.

Bro that is still too heavy you done the math it'll fall right through the earth how about you use some tonal architecture on the materials to stabilise the thing or you could just use Stalhrim it being much softer
