I own the salo version of this dress - it comes with the hood.
It's not perfect, but it looks like babby's first coord. Endearing is usually a term I use for misguided but sweetly enthusiastic newbies. Lack of accessories is a far less egregious error than no petti or no blouse under the JSK - the boots are absolutely hideous, but like I said, giving her the benefit of the doubt that it was bad weather.

I don’t know how steampunk Lolita is different from other OTT styles in terms of costumey-ness. I don’t think it’s automatically ita any more than sweet.
However, I think this coord is kind of meh bordering on shit.
Top hat doesn’t fit. (At least it’s not a mini hat, though)
Hair limp and unstyled.
Fur capelet is doing NO favors. Looks like a cheap blob.
Main piece poorly fitted. It looks like she’s swimming in it, and it’s very obvious because of the pattern. Center panel should have been princess seamed, not just a big blah block in the middle.
Cheap looking lace. It’s hard to tell about the fabric in this light (but it needs ironing), but that lace is bad.
Bird portrait on belt is too big. Makes her torso seem shapeless. Should be wearing a waspie corset and creating a bigger negative space for the portrait to rest.
Petticoat hangs limply out from under dress. Would have been better if not visible, because it also makes her legs/tights seem out of place. Is she wearing long boots? Looks off-style.

Nothing about this really reads as steampunk to me. It needs work.
