Don't let the current restrictions worry you too much, anon. This stuff is changing quickly as people are getting vaccinated at a rapid pace.
Even states in the northeast (blue states that tend to have more restrictions) are planning to fully reopen soon. PA is lifting all restrictions aside from masks on Memorial Day. NY is planning to fully reopen on July 1.
I'd expect DC to follow suit in the not too distant future.

It's definitely that one.
Several other conventions at the same venue confirmed they're going on as planned around the same time Otakon did.
Basically, that means the venue operators told them "You WILL be holding your convention this year, on the dates you scheduled, otherwise you'll pay the penalty in full."
Otakon (nor any of the other cons to be held at that venue) has no way of weaseling their way out of having the con this year whether they like it or not.
I think at this point it's pretty much common knowledge that force majeure isn't a thing anymore, and most cons from here on out are happening. I'm not sure if the doomerfag posters genuinely don't know this, or a just "pretending" to be ignorant.

Rumors swirl about this every year, but it's very unlikely to happen.
Basically, there was supposed to be a major renovation/expansion of the Baltimore Convention Center a while back. They may have been considering returning after that happened.
But the expansion never happened because it was determined to cost waaaayyyy more than they thought it would. So it's not happening any time soon, and due to that Otakon is not likely to come back.

I volunteer for a different major con and pretty much everybody has been planning for 2021 since before they announced their 2020 cancellations. Con planning usually takes around 9 months for domestic plans, international is a full year because Japan is a pain in the ass about organizing, and dates/venues are planned and booked years ahead of time. NO convention center owner in this country was happy about 2020 and it's been widely expected 2021 was happening as soon as things got remotely better.

That Ota doesn't have domestic guests or half their shit figured out is actually a joke. But they were emailing their staff begging for money a few months ago, too, so par for the course for Ota.

They tried to be THE CON to rule them all and stamp out AX which is what basically killed them. They wanted to have a whole PAX level of cons being Otakon West, South, East; the first attempt was made when they did Otakon Vegas which was a huge gigantic peace of shit for anyone who remembers it or went. Only real difference I've had with booking a up to 1 mile away is that room parties are a bit more of a bitch to do or get into. Like 4-5 years ago I missed booking, went on a 3rd party site and saw rooms 2-3/.5 mi away from a con I wanted for less than 1/2 the price. Bonus is never having to deal with the con cancel headache for a refund if shit comes up and I get to keep some reward points to use for a free night from time to time. Think my hotel was like 350 for thursday->sunday, beats the shit out of the con rates after all the taxes and fees that tack on. That's a possibility. Their policy is kinda weak as it is, letting cosplayers remove their masks for photos and the such.
It will be interesting to see if that will become the norm (having a masks required policy but not enforcing it) as the year goes on.
That's exactly what Colossalcon did. They said masks would be required in some areas like AA/Dealer's Room, but I've seen video of the event and only around 20% of people in those areas had masks on. And I don't recall hearing many complaints about that from people that attended.

The LA county sheriff's office said that they wouldn't enforce LA's mask mandate for vaccinated people indoors because it went against accepted science. Of course, Otakon is a private event so they can make whatever rules they want. And they don't want the extra work of making some vaccinated stickers on people's badges or some shit to differentiate, not to mention how easy it would be to forge some shit or get one over on con volunteers, rendering it useless anyway, so it's easier for them to just say "okay everyone wear masks" so people think they're doing something and have perceived safety measures that are "visible". Yeah DC is architecturally unique for a lot of reasons.

Was designed by one guy so it's very consistent and planned out. They later fucked it with one way streets but it was organized at first. Wide streets (haussmannization inspired) so you can see the sky. The monument is tallest building in the city by law so there are no huge ugly tall skyscrapers blocking light or creating wind tunnels. The city is open and smells less like piss than NYC or philly. Lots of public green spaces and very walkable. The metro is aesthetic af and clean because no food allowed, if not too small to be optimally efficient. They need the outer ring line like Tokyo has 2 of, but hopefully that's coming with purple line. I don't think they can ever add a double track like they really need though unfortunately. It's much smaller than other capital cities now but at the time of building it was the largest capital city on earth and had the largest amount of public green space too (national mall is an embarrassment these days with all the gravel and dead grass but it sometimes improves and it's always nice to walk around there). You can do a huge loop of all the buildings and monuments if you feel like taking a long walk around the tidal basin and up into the capital building area then the white house area. Very pretty and you get a sense for what was intended for our country. It makes you appreciate what we have and want to make America a better place because we have something special that shouldn't be thrown away or given up on.
