The unstretched measurements aren't anything I would describe as tent sized.
94cm garment bust is generous for japanese sizing, but not plus sized yet, and certainly not unusual for meta who made dresses in the early 2000s with a bigger unstretched bust than that.

The difference is that Meta used to often be unshirred with corset lacing which is very flattering. Shirring is not flattering if you are petite but curvy, it bunches up at your waist. Versus corset lacing makes the dress look tailored and smaller

For me it depends on the design. Partial shirring can look cute as long as it's not bulky looking. I tend to dislike shirring in the back panel of blouses in general. Full shirring tends to look best when you're close to the minimum measurements, but not below (bunching when lacing up or using the waist ties), imo. I haven't kept up to date with recent meta releases so I don't know how common partial or full shirring is these days.
Meta used to do a good mix of unshirred and partially shirred pieces in the 2000s until their fully shirred jsks got really popular iirc. Even their dresses without shirring were sometimes very generous for japanese sizing standards, these tended to have some kind of lace-up design detail.
