You could do a cute Gaige from Borderlands 2 if you don't mind doing video game characters. Plus with the mad max vibe you might be able to get away with leaving your piercings in. It all depends on how true you want to be to the character.

You could try doing Tony Chu from Chew. You'll have to shave off the facial hair but might work. You might have to your hair a little shorter (or wig it) but it shouldn't be too complicated to do, suspenders, badge, holster and the right attitude. Maybe some props to help out as well

If you don't mind fooling around with your hair a bit you could try John Constantine (Hellblazer) it's pretty simple so you might have read up on the character a bit to capture his personality. Remember cosplaying can be a full immersible experience if you want it to be, you can learn about the character habits and traits.

I think you really hit the nail on the head with Heather. Plus it can be fairly cheep.

Remember everyone you don't HAVE to look exatly like the character. You can lean on multiple tools to get a good effect:

Props (Professor X w/ wheelchair? Inspector Gadget with propeller hat, etc.)
Character personality (Dr. Doom with prepared grandiose speech)
Interesting interpretation (A male version of Carmen Sandiego? Extreme 90's Waldo[my current project] etc. )

In a con FILLED to the brim with cookie cutting costumes of Batman's and Captains America some originality can be a breath of fresh air.
