I've said this before but I'll say it again:
if you're a certain race and you've mostly grown up around that race, that sort of becomes your "default" race. I'll explain further in a second.
Whenever a character doesn't have a defined race, you'll mentally think they're your default race.

So when you, a white person, sees an anime character, your default race is white, so you think the character is white.
When the Japanese creators made these characters for a Japanese audience, they perceive the character as Asian/Japanese. That's their default race.

Now if a character explicitly says, "I'm American!!" or they have an obviously-darker skin tone, the default race doesn't apply.
But as long as its ambiguous, you will see characters as white and the Japanese will see them as Asian.

Racially, as in PHYSICALLY Asian? Or CULTURALLY Asian? They, definitively, do not look more Asian than they do European.

It's as if you're assuming that physical differences in race are subjective and not objective, physical actual things as they obviously are.

They don't care about making it physically Asian (well some anime artists do, but they're no where near the majority).

They want characters to look cartoony and adorable, usually.
That's defined as larger eyes, smaller noses, and wacky hair/eye colors.
It doesn't look Western to them because they already believe they're Asian.

Sure, a lot of characters have blonde hair and blue eyes. Has it ever occurred to you that Asians want those traits available in their race, but don't want any other Eurotrash shit? They still don't see, for example, Naruto as Western.

And yes, you do have a default race, you're just obviously not aware of it. Believing the OP image is enough proof of that.

Except we're referring to frequencies here. Europeans have the characteristics of anime characters far more than Asians do.
