Pretty much all anime/manga/etc. is off and falls into the realm of ita if worn as lolita rather than just a costume. They're designed to look flashy/fancy on the screen and appeal to people who aren't necessarily a part of the fashion.

What looks good in media where people and their appearances are heavily exaggerated looks like garbage in a more toned down, low-key real life, I guess.
I almost want to compare it to how moe character have huge eyes and it's cute, but when 3D people do that whole "anime eyes" makeup thing with white eyeliner or their circle lenses are too fake-looking, it's considered off-putting.

And either way, lolitas in anime/manga are nearly always fan service the same way maids in anime/manga are. They're there for fetish appeal, not for fashion accuracy.

It's probably a combination of poor understanding of lolita as a fashion, and the aim of designing 'original' looking outfits that results in all the ita. It's hard to find characters and outfits that are in the middle-ground between ita-costume-lolita and casual otome.

Honestly, I thought much of the art from chobits was considered lolita for the longest time. But, this was back in 2010. I didn't consider being a lolita until 2012 after a friend became one. I am glad it took a year for me to buy my first dress (innocent world.) A year of research before trying the fashion makes it less likely for one to be an ita.

They can also be worn as a regular lolita dress without the apron. Your meido dress can not and is just a short maid dress without a full skirt and some tubular ruffles. It's not that hard to tell the difference. Do some research.
