When I notice someone is hoverhanding me or is just really awkward about posing next to me while trying not to touch me "inappropriately", I just lay my arm around their shoulders and tell them to grab my waist or vice versa depending on wether the person is taller or smaller.

It's kind of sad and shows the awkwardness that definitely isn't the focus at anime conventions, as far as I've experienced. Everyone is usually nice, friendly, and willing to pose with someone for a fricking picture.

I usually cosplay as villains/antihero types, so if someone is clearly awkward about the whole "can I have a photo with you" and look like a hoverhand is about to happen, I'll suggest some kind of interactive/dynamic thing instead of an awkward half-hug. I suggest "why do you be my minion!" or something.

Popular options include getting him on one knee pretending to woo me while I scoff (if the character is vain). Or him pretending to be terrified while I threaten/berate him (if the character is a more leaderly type). That sort of thing. Works with girls even better, because they tend to get into it more and contribute their own ideas when you suggest it.

Either way, they seem to have fun with that more than just a photo standing together, and it means they don't look like an awkward creep in the photo they've taken with me.

Most guys that have asked to take pics with me have been normal enough not to freak out about touching me. They either pose in a goofy way with me or put their hand on my shoulder. No big deal.

I was cosplaying Ryuko Matoi (a character with a completely exposed midriff) at a con a few months ago, and some guy felt confident enough to put his hand on my waist. It was a bit weird because not many people do it, but not threatening or anything, I really don't see the big deal.

Both parties need to get over their spaghetti and take a damn picture. It's not the end of the world if someone touches your shoulder.

Bit of a reason for it though. I'm normally in costumes that severly limit sight and spatial reasoning. So I can rarely see a person and what costume they have and just vaguely know where they are when they want to take a photo with me.

For example whenever I cosplay a character from league of legends I carry around a poro and ask if the person wants to hold it.
