They're just hard to balance well. And by hard to balance, I mean, really really difficult to get everything just right.

Putting side the outfits where it just looks confusing because the wearer paired warm-weather sandals with chilly-weather long-sleeved coords, the average lolita outfit has covered shoulders, a poofy skirt, a lot of frills and a lot of details. Then when you get to the legs and they're bare, it looks a bit unbalanced, whereas most socks have patterns on them that help balance out a frilly, fancy top portion.

So you'd think, it's ok, just pick a simpler dress with less details so that it's ok for the legs to be bare, right, but head too far in that direction and your outfit suddenly becomes too plain and too simple to be lolita, it starts looking like otome or even retro or hillbilly, instead of lolita.
Tough to find that sweet spot where you don't look overdressed for your bare legs, while still being fancy enough to be lolita.

But you're unable to do the $150 btssb set and the lucky pack together, then I would chose option (b).

If your choice is actually
(a)$150 btssb set, or
(b) bodyline dress
and you will get the 2016 lucky pack no matter which one you buy, then the $150 btssb set is the better choice -- the resale is better, it comes as a set so no worries about headbow, and the fabric is usually better than some of the printed Bodyline pieces.

Third option, if you're starting out as a complete beginner with zero wardrobe, my personal recommendation is to save up your money until you have at least ~50k yen to splurge all at once on the lucky pack. Sure, the lucky pack is expected to only cost <30k yen, shipping and all, but once you buy the lucky pack, you're not only going to need a pannier and shoes, but you'll also most likely want a second or third blouse, a bolero/cardigan, extra headbows, accessorries, under/overskirt, etc to make a second or third not-so-basic coord with the lucky pack jsk. So you might consider forgoing both the $150 btssb set and the bodyline set altogether if you find it hard to save 50k yen by late December (no judgement here, just suggesting an alternative since I don't know your financial situation).

I should add that the brand lucky packs don't always have a guaranteed decent resale value, one year mbok was totally flooded with btssb tartan sets going for 3-5k yen, because btssb had done 3 different sets in 3 different colourways as lucky packs that year. I think shirring without the lacing over looks bad but that's just my own view. As long as the lacing is threaded though holes in the lace and not grommets or obvious tabs or holes meant for lacing, it's fine. I think waist ties are completely optional but I think they almost always add a nice touch and I miss them if they aren't there.

I have a couple of burando dresses that don't come with waist ties by design (mostly low waisted non print dresses). I also remove waist ties if it interferes with the bolero (doesn't happen often, usually only with some of AP's high waisted stuff). So I guess no, it's not really mandatory.

The question is more whether it looks good without the waist ties. I mean, it's lolita, it's full of frills and the first thing you need to do is wear a bulky petticoat because otherwise your skirt looks limp and sad. This isn't a fashion that's "convenient" or "lazy". You could certainly remove the waist ties, but you're pretty much removing a little extra detail that makes your outfit cute, which seems counterproductive to the aim of wearing lolita in the first place.

If you have trouble tying the bow, you can enlist the help of a friend. Then, once they've tied a super nice bow, you can keep it tied. Just detach the waist tie by the buttons when you want to take off the dress, reattach the waist tie (with the bow still tied on it) when you next put on the dress again. Too bad there's no shortcut for back lacing, those are always a pain to sort out.

I believe it's cheaper to order from AP JP. AP USA will charge you tax on top of the purchase price, and shipping will be at least $20, coming out to a little over $300. With the current exchange rate even adding shipping and service fees from Tenso it should come out to considerably less, like $280 tops. AP JP will take longer though, since it has to travel domestically to Tenso's warehouse and then EMS to you, and by then you may be stuck in the holiday shipping rush.

Seconding the anon above that recommended Closetchild, I'm a poorfag and that's where most of my pieces come from, you can find secondhand brand for the same price as bodyline. Unless you really love the bodyline dresses, you might regret spending your hard earned cash on it later.

Wunderwelt is also a good secondhand site to check out, they and Closetchild are really easy to order from. Sometimes you can find some good deals on Lacemarket, but it takes a bit of hunting and stalking auctions. my-lolita-dress is a great place to order your first taobao items from if you're a beginner, that have a super easy cart system and everything.

But basically, don't buy anything you don't love, especially if you have a small budget.

Sorry I didn't really answer your question, just thought some advice would be nice. Also the brown and purple dresses are pretty ugly in my opinion, but you could probably make the mint one work if you really like it!
