It's still more accurate to look like an alien while cosplaying an anime character than to look like a washed out potato. I hate it when cosplayers use just the regular foundation + mascara look because they just look like themselves rather than the character.
Although I do agree that circle lenses and lashes should be used in moderation, and you have to take the way the character looks and what fits your features into consideration. Badly done makeup is still bad regardless of if it's over the top lashes and lenses or just the run of the mill mascara and foundation.

Hellocon had a replica ban last year. I said use the fucking replicas as much as you like for the rest 364 days of year but don't bring them to Hellocon if there is a ban again. Only cheap store from your list is Abakhan (only fabrics, especially the ones what are leftovers).
But most of their crafting stuff (D-rings, lace, ribbons etc etc) is marked 2-6 times up. You can find better prices from Abakhan stores what are not near the harbor.
Kanga Dzungel gets most of their stuff from China and you can find them many times cheaper from ebay. Also better prices in stores what are not near the harbor.
Karnaluks is just Finns trap. All the stuff is available for cheaper prices but you have to find right place where to buy them.
If you are looking cheap materials and such then you should try finding places like Trixel, Rosemary AL or Rivet in Tallinn.
There is also Kangas ja Nööp what has some high end fabrics, but the prices are pretty high.

In 20 days you can still do pretty much anything (especially if you don't have to wait for any orders f.ex. a wig to arrive), so it's mostly a question on whether you'll spend the necessary time on the cosplay or use it doing other things, leaving the cosplay to the actual last minute and ending up fucked, not finished or just with a rushed cosplay that you might not be satisfied with. So be smart about your time and you'll be more than fine.

If we're using that argument, I really wish we'd get more guests who weren't VA's. I agree that they bring way more content than a cosplayer or a western youtube personality (seriously wtf was up with that), but at the end of the day VA's can only tell you what they themselves do for work rather than how anime is made. And as much as I'm sure that everyone loves to see their favorite VA in person, the only programs they ever seem to get are Q&A's which always consist of the same boring questions of "what was your favorite role" and "what do you need to be succesfull". I'd rather we get animators, directors and script writers and have their programs consist of the guest talking about their work rather than a Q&A session. Mangaka are also interesting, even a magazine editor could provide a lot of insight on how things work over there. Basically just anyone who actually does something other than voice a character because even though it's important and an admirable job to do, it just doesn't really give you much information on the industry as a whole, unless the program lets the VA themselves choose what to talk about or they do a proper interview with someone who's actually capable of hosting such a thing. Actually if we're going the VA route just invite a couple of people who've worked with something together and have them chat away about their experiences because that'd be endlessly more entertaining than the Q&A panels and interviews with hosts who don't know the first thing about the guest or their job.

Desucon is the only con I have hope for in the GoH aspect and even they've been relatively disappointing, not because of the people they invite but how the programs are planned. I'll never stop being bitter about GoH programs being wasted on the contest entries from the con goers because that's just absolute bull.
