I'm staying at Marriott at Camden this year, I got the room during the first block opening back in September 2015..
The early bird rate was $215/n which I'm appauled, since it was 10 cheaper last year and used to be about 175 only a few years ago, yet the hotel is still a shitty 3 star...

Bus is cheapest but also the longest. Megabus can get you from florida to atlanta, then atlanta to baltimore (either direct, or going to Washington then baltimore). Some locals call it Bodymore, Murderland.
If you have to do cheap and are alone book outside the city at one of the airport hotels. Shuttle to the tram and ride in from there ONLY during the day. Uber/taxi back if the sun goes down.
The inner harbor is the only place that's safe at night and that's just because it's the business and tourist part of the city so police are careful with it. If you look at riot footage from last year you can actually see where police charged a crowd getting near the convention center.
