A tight sweater would be one that is small all over.
The thing about Velma is she has a large bust, but the rest of her is decently proportional. Speaking as someone who is a small size with noticeably large breasts, sweaters cup my boobs while being large in other areas because they aren't made to accommodate curves.

Velma has a regular sweater but just kinda big boobs. Thats all. Shes not ""thicc"".

Yes, there were still girls trying to reach fame 5-10 years ago but they would either do sexy genderbends or bikini cosplays NOT this boudoir thing. The cosplayers who did the raunchy stuff were cosplay deviants and they had they were known for that.
It has become mainstream in cosplay to do boudoir or implied nude sets.
