I have some theories.

1. Cabbage is cheap.

2. Kraut and brine are meant to be together, it's born in it, molded by it. but the water in a can of peas is not really part of the product. It's filler added for veggies that might dry out/get too smooshed (not really sure why they add water).

3. Shredded cabbage is thin and light, and probably appears to constitute a larger portion of the container compared to heavier veggies because it is less prone to settling.

BTW I find Le Sueur canned veggies have a better water/veggie ratio.
