Not miraculously, no. But physical therapy can do a LOT for getting use of that arm back. It takes a shitload of time and effort, though, so of course Jack won't bother.
I used to rehab stroke victims for a living. Sometimes it would take a year of training before they started to see results, but then it picked up and eventually they had two working arms again. A huge part of that job was keeping them motivated.
