Bastiat was an ardent liberal who advocated for free-market economics, free trade and constantly criticized socialism. Doesn't really seem to fit the drawing (which, funny enough, between the aquiline nose, protruding brow and receding hairline, is very Jew-coded, though the artist probably didn't even intend it and simply conjured the image of a "rich banker" from his subconscious, which only makes it even more hilarious to see it included in a meme that in all likelihood was made by a socialist)
