The government had to dispatch education forces because after they built toilets for them the locals refused to use them. They complained they were too cramped, too warm, and where were other people pooped. Plus women should be sitting where a man had pooped. Then they held public protests where they shat in the streets together, not that they don't normally do that in areas where there's not a field.
