When kids are allowed to eat whatever they want for too long it is so fucking hard to break them of the habit, though some break naturally of it during adulthood. Set regular meal times and don't let them snack so they'll be hungry and will be forced to eat the healthier stuff. Tell them they don't have a choice, this is what is for dinner. They're not going to die if they do to bed without food once or twice.

Barring all that write to your congressmen that child protection laws are overbearing and you should be allowed to switch your children.
