The strings come off sometimes but fancy teas these days are often in bags without strings, it's a thing. I imagine the cost of the metal staples is non-trivial in tea bag factories and it would simplify production considerably if they didn't need labels, glue, string and staples for every tea bag.

They wanted stuff that could be glued together and not split etc, stuff like that. A lot of these fancy design products fail when they meet the real world, in /n/ we see 'spokeless bicycles' about once a week and they're always pure fiction by some designer who thinks they've literally reinvented the wheel because they don't understand the real reason why something is the way it is.
In this case, it's a genuinely cool idea but it's not a complete design until it includes the engineering specifications to actually make it.
