Assuming you know nothing about video editing:
Download video
Download Webm for Retards
Under encoding set file size limit to 3mb (or 2.99 to be safe, sometimes it fucks up) and enable high quality mode
Use trim to cut out the parts you want (multiple trim for multiple cuts)
Adjust resolution to something reasonable like 540*360
Increase speed if needed since your limit is two minutes

As long as you're keeping your resolution and timeframe down enough you'll get something decent quality, though you will have to play with the numbers each time. I try out putting the file three or four times each time get that balance of quality and size.
