If you're talking about America, yes. In a good neighborhood they will be clean. In most neighborhoods, they will be mediocre to outright dirty. They cut every corner, and every labor hour, to cut those extra cents off the menu, so every place always looks like it's several years old even if it's only been open for a few months.
