I'm pretty confidant there isn't even a legal requirement to list ingredients by quantity in product, you can use a minutiae amount of milk in your actual product but still list it first as to appear to be the main ingredient. You have to also realize that cheese must fall within a certain criteria to be called "cheese", but american slices are just that "american slices" they are not cheese, they never claim to be cheese, so they do not require meeting the cheese criteria because what you're ultimately selling is not cheese.

US-American standards for cheese are pretty low, they classify stuff as cheese that wouldn't be allowed to be called cheese in based Europe.
Most "cheese" you can buy in US supermarkets is plastic.

You can get pretty good cheese in the US too, but it is way more expensive and most of it is actually imported from Europe.
Allthough there are some few good cheese brands out there on the US market, they are hard to find and are more of an artisan regional product rather than a normally available product in supermarkets and stores around the corner.
