I think the reason prisons are as they are is due to people with special interests getting bribes to the right people, as most things. I'm sure someone could argue that it's way more economically beneficial to give prisoners good food and teach them important skills (And not just shit like woodworking but programming, giving them education in math and sciences ect) and instead of having them immediately commit a crime since they can't get a job they provide value to the community rather than sucking it out
