At some point in history it was better because the oceans weren't overfished and fish wasn't a premium priced meat, and the best fish(es) to do in a crispy beer batter were the norm, not the exception. If you want it to taste good, you're using freshly caught and freshly prepared cod and halibut, two fishes pretty pricey now in large white filets, if not some of the most expensive there can be now. The mild and white nature of the fish was inoffensive and fried nicely since they weren't gross dark meat fish with fishy flavor and they were so large, that the white flesh was no where near a bone.
Why England? Northern fishing waters. What they didn't consume iced and ready to eat went salted to other nations who wanted it preserved, like the bacalao of Portugal or Spain. There's climate that lends itself to a heavy food fried served with fried potatoes, a cold crisp night, a lukewarm beer, vinegar that is made from beerlike malt cutting the fat and being cheaper than lemons (in that climate), and so forth.
Fish addicts, people who really love seafood, people with the money to buy any fish or shellfish, who have game fished around the world, who have the palates of experienced foodies, will never say shit about halibut being greasy, slime or tasteless.
Dine in better establishments.

Greasy because the fish was cooked at too low a temperature, the pan was crowded (same effect), the batter was too thick or the fish wasn't drained on a rack after cooking.

Slimy because the fish was old or frozen and/or frost damaged.

Tasteless because unless very fresh white bottom feeding fish like cod doesn't have the best of flavours.

Simple dish but you still got to pay attention to the details. I don't usually buy it any more because most of the time it is shit. Prefer to make it myself or find someone who knows what they are doing.

It can be good. There are places where the chips are just a sloppy mess, or places where the batter is too hard, or too soft. And yeah, in general, battering something and frying it and then serving that with something that is also fried isn't exactly genius-level cuisine. But who cares?
