Bread flour has more gluten and is better for flatbreads and makes chewier cookies which some people like, but it's not as good for biscuits and cakes where you want them to be tender. Cake/pastry flour has less gluten and is better for biscuits, cakes, etc. where you want them to be tender but isn't as good for bread where you want it to be a little chewier. All purpose flour is in the middle with gluten content and works okay for anything but isn't ideal for anything either.

The big problem with all-purpose flour is that it is usually not granulated enough for use in breadcrumb or roll dough. It needs to be fully mashed, not pulverized. And when used, it needs to be fully mixed, not just stirred. If you mix the yeast mixture, that means it isn't pureed (I've seen it referred to as granulated), so it's also harder to get good results. This means that most commercially made bread flour is made to be mixed with a lot of water--the granules are still on the bottom--which makes for a looser dough. For this reason, I recommend using "all-purpose flour" from the store when you are making bread. It does not require quite as much mixing, but that only goes a long way. The big advantage to all-purpose flour is its greater strength in binding than the high-protein bread flour from the grain store.
