I wouldn't. Bloated food packaging to me means that whatever is inside is spoiled and releasing gases to make it puff up. It COULD be that it was just injected with air during processing, but if that were the case, all of your other sauce packets would also be bloated. I'd toss it. Not worth risking food poisoning for a little sauce on your burger and fries.
