It's 'Food Safety Theater' that accomplishes nothing. It's human nature to want to clean your hands when you get a chance. But with gloves, there's no reason to. Just let the contamination and germs pile up. Teaching and enforcing proper hand-washing routines would be far more effective in preventing the spread of germs and contaminants.
