Tokyo for example is usually unaffected by natural disasters luckily because of location but many part of japan are destroyed during events that end up being a small rumble or just heavy rain for a day. The last major typhoon earlier in 2019 was just a day of strong rain but just an hour outside tokyo for example, cars were dragged away and buildings completely destroyed. Civilians on small boats riding around in what used to be their neighborhood. A lot of buildings are built with the intention of being temporary. Also the traditional lifestyle of pre modern japan is something the people that live in rural towns still enjoy. Older people that grew up without electricity or heat don't have a problem with it. Basically everyone moves to a major city when they become an adult. Small towns are almost exclusively old people and children. However one thing to understand too is that it costs nothing to live in these places compared to most other countries.

Oh, I've eaten at that place. Nice little comfort food shop. The vending machine actually just gives you a ticket of what you want to order, which you then hand to someone inside. It's a fairly common method of ordering fast food in Japan.
