Pretty much this. You probably just got a driver who wasn't too bright, or just wasn't thinking, who couldn't keep the orders straight. He was just making sure he gave you the right food. He probably picked up a few orders from the same place.
When I was a pizza driver for two years, I wouldn't think about touching someone's food. I only ate a ladies hot wings once. She was incredibly rude, and I was buzzed.

Only thing is that this delivery app will show you if there are multiple deliveries being made, if that had been the case then it might make a bit more sense... it's not like I haven't eaten food from a bag that's open before, but not when the guy is sitting parked in a street with it for 5 minutes, especially one that isn't even on the route
