Well that's the usual progression paradox. Lowest level work is barely related to the field, just paperwork. Mid-level is where you're closest to your job, not high enough to get the easy stuff, but high enough to get the interesting work. High level seniors just do management, so more paperwork. Just like how it is in engineering, it's so in cooking.
