I think it is pretty common sense that an employees health and safety far outweighs what damage some jerk can do. When someone is being mental and capable of anything? You don't intervene and get your life ended.
I think what is coming to mind for you are places like San Francisco where police have policies they won't risk their lives or tackle shoplifters until a felony has happened. They can steak or whatever if it's under $1000.
