So long as you keep to small doses I'm not sure that's true. I've been using 0.25mg / night for years and it's never stopped working for me. I had trouble sleeping on time all my life until then.
I find it's best to think of it as a "hint" to your body to get sleepy soon, and even though it gains you some flexibility, you still want to keep your schedule reasonably consistent. It's not a sleeping pill and won't force you down, you just feel "normal sleepiness". Also, keep all the usual sleep hygiene, like cut blue light after taking it and wind everything down.

Just take it whenever. If you're in the position that you need to use it, you'll wake up more refreshed no matter when you take it. My rule of thumb was generally an hour before I felt I needed to sleep.
