I was in the library for some reason and I was reading a book about forensic techniques used in investigations

Pain = negative physical stimuli that produces an aversion response. Too much hot sun on a plant = pain stimuli = stems move away from hot sun. Bacteria enters water that's too salty = pain stimuli = flaggelates away from salty water. Organisms do not need neurons to experience pain and aversion response.

Suffering = mental anguish resulting from pain. Suffering is the most obvious sign of pain (in developed animals) so it's mistaken for pain, but pain = physical and suffering = mental. A lot of animals don't particularly care about pain (beyond moving away from whatever caused it) because they lack the brain power to experience suffering. You can chop a fish's tail off while alive and it won't particularly care because its little peanut brain can't suffer. Cut a dog's leg off and it'll suffer for a while but get over it quickly. Cut a human's leg off and he'll suffer for the rest of his life.

Advanced brains = more suffering because it better teaches us to avoid the pain that caused it, but it's anguish on our mental state. Simple brains = less or no suffering because they simply lack the neural real estate to comprehend a time when the pain wasn't there.

So yes plants, bacteria, fish, chickens, and pigs all feel pain, but they just don't care about it as much as we do, if they even care at all.

It's evolutionary. In the wild, as a small-brained animal, it's better for your survival to pick up and move on after experiencing pain. Sitting around and suffering is just going to get you killed by the next big fish or wolf that comes by.
Developed animals though can afford to spend some time suffering, to really drill in the instructions to never put your foot in a bear trap, or run into the street without looking, or touch the electric fence. I worked at the vet for 10 years, the latter 5 at an emergency vet hospital. Believe me when I tell you that dogs will suffer, especially if they can get sympathy from humans for it because they're smart like that, but a dog will get up on 3 legs with the 4th one dangling broken and walk.
