considering the customer base I'd go for common food done well, cheaply enough for locals to consider coming there than making it themselves

I'd find someone local to grow me a ton of garlic and bulk buy pepper powder, I'd work the ovens most of the day to produce tortillas and have rice, beans and gravy ready to serve fast, I'd deliberately woft delicious smells out the window

considering the local economy, competition and high crime I'd have to serve alcohol round back and things, I'd try to stand out by never adulterating food or cutting too many corners, the expensive things on the menu like meat would be decent if in small portions and I'd remove any clutter and keep it very clean, for example that smudged sing in your pic, that wouldn't do for me, that's the first thing people see
