This idiom stems from the belief that a fat chef actively tastes all of his food to make sure that it comes out tadting delicious, unlike a skinny chef who doesnt and has no idea if the dish he just out out tastes right.

The idiom also applies to just generally being overweight, not being an obese fat fuck. Which you should be able to infer from the fact its an old idiom and people were thinner back then.
