Wikipedia isn't one person, although there are certain people who do very large amounts of article writing, file posting, and editing for Wikipedia compared to the rest of the users e.g. There was a news story all over the place a while back about one guy whose articles accounted for something like a third of Wikipedia at the time.
In this case the person who added the picture was User:Netha Hussain. And the source was https://www.flickr.com/photos/ipalatin/5407906910/ which is apparently a picture of what a French woman named Isabelle Hurbain-Palatin had for lunch back in late January of 2011. She describes the dish in English as "sunny-side up eggs and carrots with parmesan and cream."
If you want to try to get a different picture made as the main article picture you can definitely give it a shot. It's not like you need a special license or something to make edits to Wikipedia articles. You just need to have an actually reasonable explanation for why you're making the edit you're making (or if you don't have that then you just need to be making an edit on an article so few people care about that no one bothers to go back and undo your edit afterwards).
Anyway it's not what I would eat normally but I don't see what the problem is. Are the carrots what bother you here? Certainly in the US you'd see bacon, sausage, and/or hash browns with eggs a lot more often than you would see carrots, although either way it's still food people are eating. Also I think the general Wikipedia policy on main article pictures is that you're encouraged to try to use examples that aren't overly dominated by what's popular in the US specifically (provided it's not a US specific article). Which is similar to how an actual encyclopedia would tend to operate where they try not to let one particular cultural bias dominate an international resource.

Most restaurants have menus with multiple options to chose from and you can probably get carrots with eggs at plenty of places already. Also the picture is of a woman's lunch, not breakfast.
