I apologize, and then actually have a notepad on my counter where I write down the products that were often missing. This makes the customer feel better and the manager has something to complain about to higher ups/distribution. Doesn't always get results but sometimes it does. It also helps in rearranging the store if he have a product but people consistently have trouble finding it.

Not where I worked. The manager, the assistant-manager and a few trustworthy clerks were the ones to make the orders for everything, going through through each aisle with a scanner, scan each product label and specify the amount of boxes of each product we wanted to receive from the next shipment (on Monday, Wednesday and Friday), and so we had to know how popular each product was, how likely it was we'd be running out and how many item per package we'd receive in order to deduce how many orders we needed to make for that specific product. We also had to take into consideration upcoming discounts, since obviously shit sells better when it's discounted.
I have no idea if that's how it works in most American groceries, but that's how shit was done here. Basically, if that anon worked for us and took notes of what customers were missing, then the manager and other ordering employees would know to keep those items in mind in the future and stop under-evaluating their popularity.
