I spent quite a lot of time in kazakhstan and I rarely saw horse meat served this way.
A lot of the food is typical Soviet, not a lot of spices are used in the north- but quite a lot of herbs. Imagine middle eastern curries with mostly root vegetables and less spice

In the south, and particularly the south west near shymkent you get a lot of Uzbek food- Spiced heavily, more beans, more grilled meat, lots of rice.
The one to look for is Plov, caramelized carrots and onion risotto with horse met and garlic.

In the east you can get some very interesting uyghur food like cold hand cut mung bean noodle-things with vinegar and stuff. Really weird but good.

Can't say it would make anyone's food list and is hellish for vegitarians
