People call it commiefornia but I feel very few states would care about harming the incomes of maybe 500 alfalfa farmers exporting to China by giving them an incentive to grow something else or banning it in times of drought.

And a big issue is that a lot of where the fires start and get out of hand is private land instead of blm shit (which is kind of an issue that goes back to handing out parcels 150 years ago) instead of just letting it be owned by the state like in many flyover states.
