Look to peasants the world over. Whole grain (wheat, corn, rice) plus pulse (peas, beans, lentils, etc.) equals a complete protein; as dry bulk you can store long term and cook as needed. Potatoes and other starches for satiety. Seasonal fruits and vegetables for satiety, fiber, and vitamins. Animal products as you can get them. Sugars, fats, and spices make everything palatable.

Think of it like balancing three dimensions: A) taste B) satiety C) nutrition. Eating satiating meals means you are less likely to overeat calorically.

Lentils and grains, with cheap in-season vegetables, eggs and milk (you need fats).
Meat is expensive, thought you can afford to get bones for broth once in a while.

You can get even cheaper with buying in bulk, and then storing in the basement (potatoes, carrots, cabbage) or freezer. Jarring the seasonal stuff is also an option.
