It's exactly why tips were made a standard in America in the first place. During prohibition, restaurants couldn't make good money selling alcohol, and rather than raise the price of food directly, they slashed waiter's wages and ask for handouts. Once prohibition ended it's not like the owners suddenly wanted to start paying their waiters again.

It's a relic from prohibition. Alcohol sales make a large part of most restaurants revenue, and when they no longer could make money that way, they needed to either jack up the price of food or cut costs. So instead of having to change their prices and seem more expensive they just slashed waiters wages.
Then when alcohol became legal again, restaurant owners never bothered paying reasonable wages to waiters again.

It's the same as how sales people work with comission.
If you don't provide somebody with a good service as a waitstaff, you're directly harming your own paycheck. If you aren't selling shit well as a salesman, you're hurting your own paycheck.
Hell even some physical labor / blue collar jobs have 'incentive pay' where you get some baseline pay (generally a few dollars below industry standard) and if you don't meet whatever metrics, you get the basic pay. If you meet your company's metrics, you get the full pay.

ive known quite a few women who were waitresses and without exception they were rolling in money considering what they did. maybe some haggard helen in some backroad diner in a town of 2k no one outside of the town goes to struggles but she's in the minority

half were smart enough to realize what they were clearing was good money but the other half would get delusional after awhile and think a super slow $50 tip day(tax free of course) plus their $40 in wages or whatever was going to put them on the street while forgetting that weekend they cleared $700 and only bitched about "how busy they were" those days
