As someone who has taken a 200-level course on art theory from a local community college I feel qualified to speak on this.

Food generally would fall under the definition of "craft" as a product of labor that generates utility outside of any subjective appreciation. It is necessary to live, and, much like the work of a carpenter or furniture maker, is not art under normal circumstances. A simple cabinet isn't art.
But if a craftsman makes said cabinet to be beautiful and expressive, it begins to drift more onto the art side of the spectrum.
Food is much the same. When it is made specifically to be appreciated by someone who is capable of doing so, it can become art.
